Shaman Mana Regeneration

Mana regeneration for Shaman at the moment is a bit... messy. When considered individually, each spec has its own mana regen mechanics and works with them. However with Mists making some of abilities available to all three specs, it starts to highlight a few problems.
To begin with, letís review how the specs manage mana.
There are three abilities involved in Elementalís mana management: Elemental Focus, Rolling Thunder and Thunderstorm. Elemental Focus is a two charge buff caused by critical strikes, which reduces the mana cost of the next spell by 25%. Rolling Thunder is a 60% chance to return 2% of your total mana on every Lightning Bolt or Chain Lightning hit. Thunderstorm is an active ability with a 45 second cooldown, dealing AoE damage/knockback. It also returns 15% of your total mana.
Enhancement has two mana related abilities. Mental Quickness has two effects, reducing the mana cost of abilities by 75% and giving melee attacks a 40% chance to restore 5% mana. Shamanistic Rage reduces the mana cost by 100% for 15 second.
For Restoration there are buffs, passives, procs and a raid wide regen ability. Water Shield to give 1368 mp5, and allows Resurgence to function, which restores mana on healing criticals. Meditation allows 50% of spirit regen while in combat, while Mana Tide increases the spirit of raid members by 200% of the caster.
Thereís also a glyph, Telluric Currents, which restores mana for each Lightning Bolt hit (2% for Elemental & Restoration, 10% for Enhancement).
There are a few issues with the mana regeneration models for the specs. For Enhancement & Restoration it boils down to having no personal mana restore cooldown, and while Elemental has one itís a low return/short cooldown with additional functions (Iím not looking forward to a fight that requires knockbacks while trying to use Thunderstorm as an effective mana regen tool). Restoration is also further constrained into a ďspend it to regen itĒ model
Telluric Currents is the first instance of Mists homogenization causing unintended issues. If Elemental takes this glyph, the player can effectively forget about using Thunderstorm for mana regeneration. This takes the ďfunĒ out of resource management for Elemental even if it fills a necessary void for Restoration (I had a few ďget your hands off TCĒ tweets after posting that TC should be nerfed for Elemental) and possibly Enhancement as well.
So thatís the problem. What about possible solutions?
With most other mana classes, there are personal active mana regen abilities (Druids get Innervate, Paladins have Divine Plea, Mages have Evocate, Priests have Shadowfiend/Dispersion & Warlocks have Life Tap + various other abilities). Giving Shaman a class wide mana restore ability would give us a bit more flexibility and control over our mana regen. There would be trade offs, like removing the mana regen from Thunderstorm, but it would be a positive change for the spec.
Another possibility is returning Telluric Currents to its previous Restoration only status as a spec specialisation, which would keep the fun regen for healers while avoiding the abuse from DPS specs. This could be expanded to include Elemental Blast as well, rather than just Lightning Bolt.
However, one of the thoughts I had regarding Shaman mana regeneration was for Enhancement, which possibly also solves the Haste scaling issue too. The idea would be to make spells more expensive (or reduce the cost reduction) but make each melee hit regen a small percentage of mana. This way, as your haste increases so does your regen, which means you can cast more spells, in a similar way to how haste affects energy regen for Rogues. Of course, this would require Enhancement to be re-tooled to be a bit more mana dependant rather than cooldown dependant, but it may make the spec more interesting, but what do I know, Iím just an Elemental guy?
When it comes down to it, mana management on my Moonkin or Mage alts is more fun/involving than it is on my Elemental Shaman, because as an Elemental itís currently ďmana management? What mana management?Ē or running on fumes if you die & get resurrected because you have nothing greater than an 8% restore. Iíd imagine itís less fun for Enh/Resto players too.
